Johnny Walker

President and Chief Executive Officer (CEO)

Mr. Johnny Walker, Captain (CAPT), US Navy (Ret.), is THOR’s President and Chief Executive Officer (CEO). Mr. Walker applies his Navy and industry experience to oversee THOR’s company performance as well as serving as an advisor to the Navy, Coast Guard, and industry for ship machinery control, main propulsion diesel, and intelligent power management. Under Mr. Walker’s leadership, THOR has established a reputation as a uniquely seasoned engineering services provider to both Government and industry. THOR’s distinctive customer focused support spans the full life cycle continuum to drive development, delivery, and sustainment of affordable, maintainable, operationally ready, and environmentally compliant systems with a high return on investment, at the lowest Total Ownership Cost  (TOC).

During his service in the Navy, Mr. Walker served at sea on the USS OLDENDORF (DD 972), on the staff of Commander, Cruiser Destroyer Group ONE (CCDG 1), and on the staff of Commander, Amphibious Squadron TWO (CPR 2). Mr. Walker served as a Department Head on the USS O’BANNON (DD 972) and USS NORMANDY (CG 60). Mr. Walker’s at sea commands include USS CHAMPION (MCM 4), deploying as part of the Inchon Task Group and Mine Countermeasures Force Mediterranean (MCMFORMED), supporting NATO Kosovo Operation Noble Anvil. During Operation Iraqi Freedom (OIF), he commanded the USS GUNSTON HALL (LSD 44), landing 500 combat ready Marines and embarking Allied Underwater Mine Countermeasures (UMCM) forces, including the Navy’s MK 7/MK 8 Marine Mammal Systems for mine clearance of the Khawr ‘Abd Allah waterway and Iraq’s strategic port Um Qasr.

Mr. Walker’s ashore assignments included serving as an Office of the Chief of Naval Operations (OPNAV) Director of Expeditionary Warfare, N95 Mine Warfare Deputy Branch Head, and Surface Mine Countermeasures (SMCM) Requirements Officer. Mr. Walker served as the Assistant Program Manager for Landing Craft, Air Cushion (LCAC), Amphibious Warfare Program Office (PMS 377), where he led LCAC Service Life Extension Program (SLEP), and the initial requirements definition for the Ship to Shore Connector (SSC). In his last tour, serving as a Major Program Manager for the Mine Warfare, Amphibious, Auxiliary and Command Ship-Patrol Coastal Program (MAAC Ships, PMS 470), he led an integrated program team charged with the Fleet introduction, modernization, life cycle management, and sustainment of more than 80 ships and 10 Navy dry docks.

Mr. Walker earned a MMAS in Middle Eastern Studies from the US Army Command and General Staff College (CGSC) and a BS in Management Information Systems (MIS) Software Engineering from the University of Oklahoma. He holds Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management and Capability Maturity Model Integration (CMMI) standards certifications.

Dan Henderson

Chief Operating Officer (COO)

Mr. Dan Henderson, Captain (CAPT), US Navy (Ret.) is THOR’s Chief Operating Officer (COO). Mr. Henderson applies his Navy and industry experience in ship maintenance, operations, training, and quality to oversee THOR’s daily operations. He has served in many key leadership roles, instrumental in the implementation of force-wide improvements. Under Mr. Henderson’s leadership, THOR has improved audit compliance, incorporation of state-of-the-industry methods/strategies/infrastructure, and rollout of effective control measures to address current trends in procedure compliance and quality.

During his service in the Navy, Mr. Henderson served at sea on the USS PREBLE (DDG 46), on the USS SAMUEL ELIOT MORISON (FFG 13), and as a Mine Countermeasures Squadron Three (COMCMRON THREE) – Squadron Material Officer. Mr. Henderson served as a Chief Engineer (CHENG) on the USS SAMUEL ELIOT MORISON (FFG 13) and USS SAIPAN (LHA 2). He deployed as a N4 Material Officer and on the Commander, Task Force (CTF) 51/59 for Commander, Expeditionary Strike Group TWO (COMEXPSTRKGRUTWO). He served as a principal mentor on Oil Spill Response and Theater Security Cooperation (TSC) engagements for Crisis Response in the FIFTH Fleet Area of Responsibility (AOR).

Mr. Henderson’s ashore assignments included serving as a Director of Inspections at Board of Inspection and Survey (INSURV). Mr. Henderson served as a Commanding Officer at the Center for Naval Engineering, and Southeast Regional Maintenance Center (SERMC) Detachment Pascagoula, Executive Officer/Engineering Department Head at Norfolk Ship Support Activity (NSSA), Hotlines Division Director at the Office of the Naval Inspector General, and Maintenance Officer at Commander Regional Support Group Mayport. In his last tour, serving as an Assistant Chief of Staff for Material Readiness/Deputy Force Maintenance Officer, he managed the planning, programming, budgeting, and execution of maintenance availabilities for over 82 ships, ensuring force readiness of the Atlantic Fleet. Supporting the Navy’s green fleet initiative, he delivered a 3% reduction in energy consumption, and developed and implemented numerous Fleet energy initiatives.

Mr. Henderson earned a BS in Liberal Arts with a Concentration in Administrative and Management Studies from Excelsior College.

Mike Obar

Chief Financial Officer (CFO), Chief Engineer (CHENG), and Quality Assurance (QA) Officer

Mr. Mike Obar, Chief Engineer (CHENG), US Coast Guard (Ret.), is THOR’s Chief Financial Officer (CFO), CHENG, and Quality Assurance (QA) Officer. Mr. Obar applies his Coast Guard and industry experience to provide strategic oversight of operations and budget for five geographically dispersed divisions encompassing personnel performing at THOR offices and client sites. Mr. Obar handles documentation and oversees the audits and critiques program. He manages profitability, cash flow, and transactional controls—ensuring effective process performance and insight to enable continued success. THOR’s leadership in financial management bolsters workforce creation and implementation, while continuing to see growth in business development and revenue through corporate products, management strategies, and Coast Guard vessel design.

During his service in the Coast Guard, Mr. Obar served at sea on the Coast Guard Cutter CAMPBELL (WMEC 909) and on the Coast Guard Cutter SENECA (WMEC 906). Mr. Obar served as a Damage Control Assistant/Assistant CHENG aboard Coast Guard Cutter CAMPBELL (WMEC 909). He was the CHENG aboard the Coast Guard Cutter SENECA (WMEC 906). Aboard WMEC 906, Mr. Obar conducted field studies, investigating the shipboard applications of non-intrusive load monitoring. Mr. Obar’s responsibilities included immediate casualty repair, execution of preventive and condition-based maintenance, and planning of long-term maintenance for all on board systems. Mr. Obar’s ashore assignments included serving as a Contracting Officer’s Technical Representative (COTR), Port Engineer, Surface Asset Integration Program Manager, and Systems Engineer/Analyst.

Mr. Obar continued to serve the defense industry as President of an engineering consulting company. He served as a Senior Engineer and Project Manager, where he led teams to provide direct client site support for environmental impact projects and oversaw business development. He was a Coast Guard Division Manager, where he developed strategies to ensure growth and sustainable expansion in existing and new markets. Mr. Obar performed platform experience on the 154’ Coast Guard Patrol Craft (WPC) Sentinel Class Fast Response Cutter (FRC), 210’ Medium Endurance Cutter (WMEC) Reliance Class Offshore Patrol Cutter (OPC), 378’ High Endurance Cutter (WHEC) Hamilton Class, and 418’ Maritime Security Cutter, Large (WMSL) Legend Class National Security Cutter (NSC).

Mr. Obar earned a MBA from the University of Virginia. He earned a MS and BS in Naval Architecture and Marine Engineering from the University of Michigan and the US Coast Guard Academy, respectively. He holds a Professional Engineer (PE) license in Mechanical Engineering and a Project Management Professional (PMP) certification. He holds a Naval Sea Systems Command (NAVSEA) Reliability Centered Maintenance Level I & II certification.

Steve Leavy

Chief Corporate Operations Officer (CCOO) and Facility Security Officer (FSO)

Mr. Steve Leavy is THOR’s Chief Corporate Operations Officer (CCOO) and Facility Security Officer (FSO). He has experience in civil service and senior management. He oversees Human Resources, contracts, and security functions for THOR. He collaborates with the Executive and Leadership teams to develop and implement plans for operational infrastructure of systems, processes, and personnel to accommodate and support the rapid growth of the organization.

Mr. Leavy has supported the Navy through his work on SeaPort-e Portal and has developed and sustained multiple Navy Marine Corps Internet (NMCI) compliant Integrated Data Environments (IDE). He has supported the Canadian Joint Support Ship Program Office, Program Executive Office (PEO) Carriers, and PEO Ships. He has supported the following Navy ship classes: Aircraft Carrier (CVN), Cruiser (CG), Destroyer (DDG), Landing Helicopter Dock (LHD), Landing Platform Dock (LPD), Landing Craft Air Cushion (LCAC), Minehunters Coastal (MHC), Fast Combat Support Ship (AOE), Ammunition Ship (AE), and Tailored Access Operations (TAO)—as well as Coast Guard Buoy Tender, Seagoing (WLB), Buoy Tender, Coastal (WLM), and Ice Breaker requirements.

Mr. Leavy earned a BS in Electrical Engineering from the University of Maryland and completed Naval Architecture Studies with the Naval Sea Systems Command (NAVSEA) Institute.

Dawn Morgan

Dawn Morgan

Human Resources Director

Ms. Dawn Morgan is THOR’s Human Resources (HR) Director. She plans, leads, directs, develops, and coordinates the policies, activities, and staff of the HR department, ensuring legal compliance and alignment with the organization’s mission and talent strategy. She supports THOR as an employee advocate, overseeing HR systems, handling employee relations, and fostering strong connections with individuals in the workplace.

Throughout her diverse career, Ms. Morgan has held leadership roles in HR across healthcare, container shipping, logistics, warehousing, and distribution. These roles have granted her a thorough understanding of the unique challenges and opportunities presented by each sector. She previously served as Director of Compensation and Benefits and HR Manager. Prior to that, she worked in Athens, Greece supporting the team responsible for logistics operations. During her time in Athens, she held responsibility for all HR functions, including recruiting and managing a temporary, international workforce.

Ms. Morgan earned a MBA from Averett University and a BS in Human Services from the University of Scranton. She holds a Society for Human Resource Management – Senior Certified Professional (SHRM-SCP) designation.

Bruce Honey

Bruce Honey

Corporate Financial Controller and Division Manager for Technical Solutions

Mr. Bruce Honey, Chief Warrant Officer (CWO), US Navy (Ret.), is THOR’s Corporate Financial Controller and Division Manager for Technical Solutions. He is responsible for all contracts in the Tidewater, Philadelphia, Great Lakes, and Northeast Regions. Mr. Honey coordinates with the Chief Operating Officer (COO), the Chief Financial Officer (CFO), and the Business Development team responsible for creating, organizing, executing, and completing specific projects. He leads project management training for Unanet (THOR’s Finance and Project Management Program tool). Mr. Honey manages contract professionals at the highest levels for business development initiatives, captures, bids, and proposals spanning the entire THOR umbrella, including highly complex contractual arrangements of strategic importance to the company.

During his service in the Navy, Mr. Honey served at sea on the USS SALT LAKE CITY (SSN 716), Deep Submergence Vehicle SEACLIFF, and USS ALABAMA (SSBN 731). On the USS COLUMBUS (SSN 762), he established and maintained standards and procedures for operating and maintaining machinery and equipment. Aboard the USS ASHLAND (LSD 48), he coordinated multiple project teams and served as the primary liaison with private shipyard advanced installation teams for all major availabilities providing conflict resolution and critical path repair updates, including Mid-Life overhaul.

Mr. Honey’s ashore assignments included serving as a Submarine Diving Officer Instructor, Electrical Division Officer, and Combat Services Support Officer. He served as Material Readiness Team Deputy Director and Amphibious Class Material Readiness Officer for Commander, Naval Surface Force Atlantic (COMNAVSURFLANT) N43. He served as the Officer in Charge (OIC) of the Maintenance Support Team and Contracting Officer’s Representative (COR) for Coastal Riverine Group 2 Detachment Bahrain. In his last tour, serving as a Board of Inspection and Survey (INSURV) Damage Control Inspector, Mr. Honey inspected Fleet damage control and fire-fighting systems aboard all platforms of Navy assets, Military Sealift Command (MSC), and Coast Guard ships.

Mr. Honey earned a BS in Business Administration: Leadership from Liberty University. He received US Coast Guard accreditation for Diesel Electric Propulsion and High Voltage Safety. He holds a US Environmental Protection Agency (EPA) 608 certification.

Jennifer Bougher

Jennifer Bougher

Business Development Manager

Ms. Jennifer Bougher is THOR’s Business Development Manager. She oversees maintaining up-to date opportunity data; researching and analyzing market data; facilitating capture data activity and reviews; and maintaining industry partner relationships. She works to create new business opportunities and collaborations, presents business proposals, and engages in contract negotiations. She supports the Chief Operating Officer (COO) to Manage THOR’s business development pipeline and Customer Relationship Management (CRM) database.

Throughout her diverse career, Ms. Bougher has developed a strong foundation in management. Her experience ranges from managerial roles to logistics coordination and inspection. Her professional background encompasses conducting research and market analysis to identify potential business opportunities. As a Technical Writer, she garnered proficiency in documentation, subject matter expertise, and adaptability. As a Business Development Analyst, she performed market research, data analysis, and CRM. She combines skills in project management, compliance expertise, and collaboration to write winning proposals.

Ms. Bougher earned a BS in Management Studies from the University of Maryland Global Campus and an AAS in Graphic Design from Thomas Nelson Community College.

Jeff Wowkowych

Jeff Wowkowych

Human Resources Business Partner

Mr. Jeff Wowkowych is THOR’s Human Resources (HR) Business Partner. Bringing significant specialized experience in the defense contracting industry, he coordinates recruiting activities for THOR’s divisions, contracts, and geographic regions, from initial personnel planning through employee onboarding. He works hand-in-hand with internal stakeholders and external partners to help guide corporate staffing policy, with the ultimate goal of realizing THOR’s larger operational, business development, and long-term strategy goals. Mr. Wowkowych directly supports HR functions including employee engagement, payroll, timekeeping, benefits, training, and overall legal compliance.

Mr. Wowkowych has supported the Navy through his work as a Technical Writer, delivering a series of Naval Air Systems Command/Naval Sea Systems Command (NAVAIR/NAVSEA) technical manuals and ensuring International Organization for Standardization (ISO) compliance. As a Management Analyst, he focused on project management, contract acquisition, staffing analysis, financial planning, and HR support. In his Project Manager position, Mr. Wowkowych oversaw a team of technicians, technical writers, and Integrated Logistics Support (ILS) personnel.

Mr. Wowkowych earned a BS in Marketing from Rensselaer Polytechnic University. He holds a Society for Human Resource Management – Certified Professional (SHRM-CP) certification.

Korey Gross

Korey Gross

Vice President and Division Manager for Engineering Services

Mr. Korey Gross is THOR’s Vice President and Division Manager for Engineering Services. Mr. Gross provides technical expertise, personal mentoring, and Quality Assurance (QA) oversight of contracts and subcontracts executed within the Engineering Services Division (ESD). Mr. Gross manages financial tracking for the division, tracking revenue, cost, and profit across the entire contract portfolio. He works with THOR’s Chief Operating Officer (COO) and Chief Engineer (CHENG) to identify new markets and opportunities to grow our Naval Architecture and Engineering and Acquisition Program Management Key Service Lines.

Mr. Gross has supported the Military across many fields. He was a Senior Engineer for General Dynamics Land Systems, designing concept turrets and components, and used Ansys to perform Finite Element Analysis (FEA). As a Project Engineer, Mr. Gross led teams of multi-disciplined engineers for the Coast Guard, Military Sealift Command (MSC), and Naval Surface Warfare Center (NSWC) Carderock Division (CD), Ship Systems Engineering Station. He was a lead in developing work packages and engineering change documentation for integration efforts on the National Security Cutter (NSC). He led technical meetings involving several stakeholders, including Surface Forces Logistics Center Engineering Services Division (SFLC-ESD), Product Lines, Pacific Area (PACAREA), CG 9335, CG 62, and CG 263. On CG 9321, Mr. Gross assisted with development and management, constructed Independent Government Cost Estimates (IGCE), and reviewed Statements of Work (SOW) and 7300s submitted by other agencies.

Mr. Gross earned a MS and BS in Mechanical Engineering and Materials Science from the University of Pittsburgh. He holds Project Management Professional (PMP) and CompTIA Security+ certifications.

Tina Seva'aetasi

Tina Seva’aetasi

Operations Manager for Tidewater Region

Ms. Tina Seva’aetasi is THOR’s Operations Manager for the Tidewater Region. She plays a pivotal role in overseeing a multitude of projects supporting PMS 317, PMS 326, PMS 339, Naval Surface Warfare Center (NSWC) Port Hueneme Division (PHD), NSWC Philadelphia Division (PD), NSWC Indian Head Division (IHD), Surface Mine and Warfighting Development Center (SMWDC), Surface Warfare Schools Command (SWSC), and Naval Sea Systems Command (NAVSEA) 21. Her extensive background includes leadership, project management, and curriculum development. She actively contributes to the development and Quality Assurance (QA) of proposals. She is actively involved in Business Development, leveraging her expertise to drive strategic initiatives and foster growth opportunities.

During her service in the Army, Ms. Seva’aetasi enlisted as an Interior Electrician and was deployed to Tikrit, Iraq, in support of Operation Iraqi Freedom (OIF). She was commissioned as a Second Lieutenant (2LT) through the Early Commissioning Program. She continued to excel in various roles, including Ground Support Platoon Leader (PL), G4 Transportation Officer (Logistics), and Assistant Battalion S3 (Operations Officer)/Terminal Operations Officer.

Ms. Seva’aetasi earned a MS in Leadership from South University, a BA in Economics from the University of Central Missouri, and an AA in Liberal Arts from the Wentworth Military Academy and College.

Jessica Dallow

Jessica Dallow

Operations Manager for Northeast Region

Mrs. Jessica Dallow is THOR’s Operations Manager for the Northeast Region. She oversees prime contracts onsite at Naval Undersea Warfare Center (NUWC) Newport Division, providing full cycle program management, including contracts, funding, personnel, recruiting, and customer relationships. She supports THOR’s proposal team by actively participating in the development of contract proposals, offering essential insights, and conducting research and analysis.

Throughout her diverse career, Mrs. Dallow has developed a strong foundation in leadership, communication, and decision making. She worked as an Executive Assistant, Fundraising Coordinator, Classroom Instructor, and Navy Exchange (NEX) Sales Specialist. She was a Clerk at Naval Station (NAVSTA) Newport, assisting military members and commands with onboarding, transfers, separations, retirements, and payroll/benefits administration. Mrs. Dallow worked as an Administrative Supervisor, Hiring Lead, and Corporate Communications Specialist. As an Assistant Program Manager, Mrs. Dallow oversaw the Cluster Hound/Cluster Reverb (CH/CR) program at NUWC through scheduling time sensitive installations, training, removals, and Concept of Operations (CONOPS) for the entire Fleet.

Mrs. Dallow earned a BBA in Marketing from Southern New Hampshire University and an AA in Early Childhood from Community College of Rhode Island.

Sean Quigley

Sean Quigley

Operations Manager for DC/Metro Region

Mr. Sean Quigley is THOR’s Operations Manager for the DC/Metro Region. He currently works as a Naval Architect supporting Naval Information Warfare Center (NIWC) Atlantic Integrated Product Team (IPT), developing drawing packages for the National Security Cutter’s (NSC) Sensitive Compartmented Information Facility/Exterior Communications (SCIF/EXCOMMS) upgrades. He is proficient with intact/trim and damage stability calculations, seakeeping and maneuvering assessments, and resistance and powering calculations. His tasking has led him to create design studies, implement engineering changes, and review several shipyard deliverables, such as the Coast Guard’s Offshore Patrol Cutter (OPC), Navy Large Unmanned Surface Vehicle (LUSV), and Landing Helicopter Experimental (LH[X]) classes.

Mr. Quigley has supported the Navy through his internship and work as a Naval Architect, evaluating the conditions of Offshore Supply Vessels (OSV), Platform Supply Vessels (PSV), Landing Platform Docks (LPD), and Landing Helicopter Assault (LHA) vessels. For the Navy and Coast Guard, he conducted hydrostatic analysis, created new design solutions, and provided engineering expertise. During his service supporting the Coast Guard, he provided technical support on Fast Response Cutters (FRC), National Security Cutters (NSC), and Offshore Patrol Cutters (OPC). Mr. Quigley created, edited, and maintained Engineering Change Proposals (ECP) and Time Compliance Technical Orders (TCTO) for engineering changes.

Mr. Quigley earned a BS in Naval Architecture and Marine Engineering from the University of New Orleans.

Chris Luna

Chris Luna

Operations Manager for West Coast Region

Mr. Chris Luna, Logistics Program Manager, US Navy (Ret.), is THOR’s Operations Manager for the West Coast Region, supporting Naval Information Warfare Center (NIWC) Pacific. Within the NIWC Pacific Chief Engineers’ (CHENG) office, he has demonstrated proficiency in managing databases, overseeing Information Technology (IT) related matters, including software and licenses, and handling various responsibilities. Notably, he holds the esteemed position of NIWC Pacific Navy Flank Speed Champion, playing a pivotal role in training and overseeing the comprehensive migration of data and tools during the initial phase of transitioning to a remote work environment.

During his service in the Navy, Mr. Luna served as an Aviation Ordnance Systems Manager (OSM), Logistics Program Manager, and Training Petty Officer (TPO). He was attached to the USS RONALD REAGAN (CVN 76), USS CARL VINSON (CVN 70), Helicopter Maritime Strike Squadron 73 (HSM 73), and Naval Munitions Command (NMC) Bahrain. During Operation Enduring Freedom (OEF), he directed logistical training, managed the integrity of records, maintained logs, led inspections, and safely issued, received, and transported 201 tons of conventional ordnance.

Mr. Luna’s ashore assignments included serving as a Petty Officer and Night Supervisor. As a Petty Officer, Mr. Luna oversaw unaccompanied barracks, ensured all protocols and guidelines were followed, and regularly checked on the well-being of patients. Mr. Luna conducted security rounds, coordinated with medical staff, and updated patient records. In his last tour, serving as a Night Supervisor for Naval Medical Center San Diego Substance Abuse Rehabilitation Program (SARP), he maintained a stable and supportive environment for personnel undergoing rehabilitation, ensured their safety, and supported the recovery process of patients during nighttime hours.

Mr. Luna earned a BS in Information Systems Management from Southern New Hampshire University.

Leanna Cox

Leanna Cox

Operations Manager for Southeast Region

Mrs. Leanna Cox, Executive Administrative Officer (AO) and Meteor-ology Oceanography Officer (METOC), US Navy (Ret.), is THOR’s Operations Manager for the Gulf Coast Region. She oversees prime contracts onsite at Naval Surface Warfare Center Panama City Division (NSWC PCD). She provides full spectrum program management support to PMS 317 and PMS 377 for the Amphibious Assault Direction System (AADS), Landing Craft, Air Cushion (LCAC) legacy, and LCAC 100 Class Ship-to-Shore Connector (SSC). Her services include contracts, funding, personnel, recruiting, and customer relationships. She supports THOR’s proposal team by actively participating in the development of contract proposals, offering essential insights, and company research and analysis.

During her service in the Navy, Mrs. Cox served at sea on the USS EMORY S. LAND (AS 39) and USS JOHN C. STENNIS (CVN 74), where she provided logistics support to Submarine and Aviation missions. She gained her qualifications as an Officer of the Deck (OOD) and Surface Warfare Officer (SWO) while onboard the USS PELELIU (LHA 5) and USS CARL VINSON (CVN 70). Mrs. Cox led her team through a Planned Maintenance Availability (PMA) and Board of Inspection and Survey (INSURV) for deployment.

Mrs. Cox’s ashore assignments included serving at the Naval Support Activity (NSA) La Maddalena, Italy in the supply and executive departments, providing Italian to English and English to Italian translation for the Executive Officer, Commanding Officer, and customs transactions for material movement. She served at the Priority Material Office Bremerton, processing high visibility mission critical requisitions supporting the submarine force and boots on ground in Iraq and Afghanistan. Mrs. Cox led a weather watchfloor providing global weather support to units deployed or operating around the globe at Fleet Weather Center San Diego. Mrs. Cox’s last ashore assignment was serving at Naval Support Activity (NSA) Panama City as the Installation Emergency Manager and Command AO.

Mrs. Cox earned a MBA from American Military University, a BA in Physical Oceanography from University of Washington, and an AAS from Olympic College.
