LPD 24 Maintenance by Petty Officer 1st Class John Bellino

THOR’s technical experts advance material readiness and warfighting capabilities by providing direct support to Fleet and Type Commanders (TYCOM). We ensure compliance with stringent specifications during operating cycles, including Chief of Naval Operations (CNO) availabilities, conducting thorough assessments to identify discrepancies and develop tailored work packages. THOR provides Contract Management and Oversight (CMO) by supporting Regional Maintenance Centers (RMC) as the Naval Supervisory Authority (NSA) for Depot-Level (D-Level) maintenance performed by private shipyards. Supporting the In-Service Engineering Agent (ISEA), THOR provides comprehensive naval architecture and marine engineering services, including assessment and repair support for electrical, mechanical, structural, corrosion and elevator systems.

Jeff Wowkowych

Human Resources Business Partner

Mr. Jeff Wowkowych is THOR’s Human Resources (HR) Business Partner. Bringing significant specialized experience in the defense contracting industry, he coordinates recruiting activities for THOR’s divisions, contracts, and geographic regions, from initial personnel planning through employee onboarding. He works hand-in-hand with internal stakeholders and external partners to help guide corporate staffing policy, with the ultimate goal of realizing THOR’s larger operational, business development, and long-term strategy goals. Mr. Wowkowych directly supports HR functions including employee engagement, payroll, timekeeping, benefits, training, and overall legal compliance.

Mr. Wowkowych has supported the Navy through his work as a Technical Writer, delivering a series of Naval Air Systems Command/Naval Sea Systems Command (NAVAIR/NAVSEA) technical manuals and ensuring International Organization for Standardization (ISO) compliance. As a Management Analyst, he focused on project management, contract acquisition, staffing analysis, financial planning, and HR support. In his Project Manager position, Mr. Wowkowych oversaw a team of technicians, technical writers, and Integrated Logistics Support (ILS) personnel.

Mr. Wowkowych earned a BS in Marketing from Rensselaer Polytechnic University. He holds a Society for Human Resource Management – Certified Professional (SHRM-CP) certification.
