On 1 September 2020, THOR Solutions, LLC (as a member of the Serco team) was awarded a three-year, OASIS Pool 1 Task Order to provide Professional Management and General Management Consulting Support Services to the US Coast Guard Offshore Patrol Cutter (OPC) Project Resident Office (PRO). This contract covers SharePoint Technical and Data Management Support Services; Documentation & Administrative Support; Integrated Master Schedule (IMS) and Earned Value Management (EVM) and Earned Value Management System (EVMS) Surveillance Support; Technical Support Management (TSM) System Deficiency Records Management Support; and Program Management Support Services. THOR will support the OPC program, which is the largest acquisition within the Department of Homeland Security (DHS) in the history of the USCG. “The OPC PRO’s oversight role is vital to the Coast Guard, and THOR’s Professional Management experience will help ensure the success of the Program Office,” THOR’s Division Manager, Kevin Nelson, stated. “I know firsthand the importance of this program, as I sailed on the legacy ships that the OPC is replacing. I feel personally invested in this program and look forward to supporting this contract alongside the team.”

THOR will be a part of the USCG OPC PRO team specifically assisting in the support of the national security strategy for maintaining the nation’s economic, social, environmental, and military security mission areas. The PRO manages OPC production on-site for the Coast Guard and is staffed by Coast Guard personnel. The PRO monitors budget, schedule and contract performance to ensure successful program execution. The acquisition of the OPC is the Coast Guard’s highest investment priority. The OPC will provide a capability bridge between the national security cutter, which patrols the open ocean in the most demanding maritime environments, and the fast response cutter, which serves closer to shore. The ships will feature state-of-the-market technology and will replace the service’s 270-foot and 210-foot medium endurance cutters, which are becoming increasingly expensive to maintain and operate. The Coast Guard plans to acquire 25 OPCs, the first of which is scheduled for delivery in 2022.
