Steve Leavy

Chief Corporate Operations Officer

Mr. Steve Leavy is THOR’s Chief Corporate Operations Officer.  Mr. Leavy has more than 32 years of directly relevant experience, both in civil service and senior management positions with several defense contractors, including BMT Designers & Planners, CSC Advanced Marine, and Nichols Research Corporation/Advanced Marine Enterprises, Inc. Immediately prior to THOR, Mr. Leavy was Vice President for Operations with BMT Designers & Planners.

As the Chief Financial and Technical Officer, Mr. Leavy manages profitability, cash flow, and performance measurement of all internal and external processes, providing timely insight and management reports on the operating condition of the company.  He works with the leadership team to develop and implement plans for operational infrastructure of systems, processes, and personnel to accommodate and support the rapid growth of the organization and strategic investments.  Mr. Leavy is also THOR’s Facility Security Officer (FSO).

Mr. Leavy has supported a broad base of U.S. Navy programs ranging from the Navy’s Seaport-e Portal to developing, supporting, and sustaining multiple Navy Marine Corps Internet (NMCI) compliant Integrated Data Environments (IDEs).  He has supported the Canadian Joint Support Ship Program Office, PEO Carriers, and PEO Ships.  He has supported the following USN ship classes CVN, CG, DDG, LHD, LPD, LCAC, MHC, AOE, AE, and TAO – as well as USCG WLB, WLM, and Ice Breaker requirements.

Mr. Leavy began his career as a Naval Architect in the Naval Sea Systems Command (NAVSEA) / Naval Systems Engineering Directorate (SEA 05) Non-Combatant Ship Specifications and Data Division where he served as the Specification Group Lead for numerous ship specifications before transitioning to roles of increasing responsibility as a contractor.

Mr. Leavy earned a B.S. in Electrical Engineering at the University of Maryland and completed Naval Architecture Studies with the NAVSEA Institute.
