Rich Miner

President

Mr. Miner is THOR’s President.  He has over 25 years of experience in the Defense industry, both as a civil servant and contractor.   During his career, Mr. Miner has successfully held positions of increasing responsibility and authority, enabling the success of the organizations he has supported.   His primary focus at THOR is to develop and execute business within the Navy’s Warfare Center domain, and oversee the successful execution of contracts and task orders with the Naval Undersea Warfare Center, in Newport, RI and Keyport, WA.  In addition, he will utilize his extensive experience in business development to assist with standardizing internal business practices, and fostering growth across the full spectrum of THOR’s portfolio.

Prior to joining THOR in 2018, Mr. Miner was Vice President and Division General Manager for ICI Services’ Management Systems Division.  During his 10-year tenure with ICI, Rich grew the Division from concept to a $20M/year business unit.  He successfully led a team of over 200 employees and 75 subcontractors providing diverse, multi-disciplined services to the Navy across the county.  In addition to executing six Seaport-e prime task orders at NUWC Newport, he managed contracts and subcontracts in support of NUWC Keyport, NSWC Corona, NSWC Indian Head, SUBMEPP, SSC PAC, NAVAIR, SURFPAC and SURFLANT. This work spanned a wide range of engineering, logistics, corporate operations, program, financial, and administrative support services. Rich provided full-spectrum leadership including managing schedule adherence and ensuring the successful delivery of work products; recruiting qualified personnel; managing new contract startups; and monitoring quality assurance and quality control standards to ensure performance met or exceeded client expectations resulting in strong CPARs. As capture and proposal manager, Mr. Miner led proposal development efforts for 15 winning proposals for Seaport-e prime Task Orders totaling over $125M and was capture manager for over $500M in qualified and unqualified business opportunities.

 Prior to his position with ICI, Rich was a Deputy Project Manager and Senior Management Analyst with SAIC from 2002 to 2008, providing contract execution and oversight support for one of SAIC’s prime Task Orders and supporting the NUWC Newport Corporate Operations Division with their strategic planning and financial management requirements. During this time, he performed budget and financial analyses at the Division level, as well as day-to-day budget and financial management support for the Human Capital Management and Commercial Acquisition Departments.  In addition, he supported the development of the organization’s Annual Business Plan and developed a methodology for assessing fixed operating expenses to NUWC Newport Service Cost Centers.

 From 2000 to 2002, Mr. Miner was a Project Manager and Resource Deployment Manager with Avaya, providing project, resource and operations management support for software development and integration projects.  While with Avaya, he managed the Professional Services delivery partner program, worked with global business leaders to standardize professional services processes worldwide, and participated on a team responsible for establishing a standard Program Management methodology across the Professional Services organization.

Prior to entering industry, Rich served as a civilian at NUWC Newport from 1992-2000, performing multiple roles including the Head of the Administrative Services Branch and Head of the Business Office for Submarine Combat Systems Programs.  While supporting the Submarine Combat Systems Program Office, Mr. Miner played an integral part of several key initiatives, including the development and implementation of productivity metrics using the Harvard Business School’s “Balanced Scorecard” approach; designing and implementing an Earned Value Management system for one of the organization’s major programs; and defining and integrating a new, standard financial management software tool across the organizations multiple business units.

Mr. Miner earned a BS in Finance from Bryant University in 1991, an MBA from Northeastern University in 1993, and a PM Level II Certification from the US Naval War College in 1997.  Rich lives in Newport, Rhode Island with his wife Kristen and his two daughters, Jordan and Addyson.
