NAVSEA Program Manager

Mr. Shipp is THOR’s Naval Sea Systems Command (NAVSEA) Account Manager. Mr. Shipp has over 30 years of directly relevant experience, including 24 years of active duty Navy experience. Mr. Shipp is a recognized US Navy Training, Acquisition and In-service Life Cycle Subject Matter Expert (SME). He currently supports NAVSEA PMS 339 by using best practices of the established training community to develop metrics that depict training performance trends across the Fleet. Mr. Shipp also serves as the Program Manager for NAVSEA’s Amphibious, Auxiliary, and Mine Warfare Program Office (PMS 470) where he oversees policy/standards development, technical support, financial/fiscal management, work force planning, and availability tracking and analyses.

Mr. Shipp has held positions of increasing authority in the Navy and Federal Contractors prior to coming to THOR. As a Program Manager for SEA 21, he managed the Ballistic Missile Defense (BMD) and LPD 17 Class Task Forces. As the Program Manager, he oversaw teams that identified $351M in BMD shortfalls and $1.2B in LPD 17 class shortfalls across the Five Year Defense Plan (FYDP). Mr. Shipp’s teams researched, identified, and product resolutions to these shortfalls, creating a cost effective and successful plan for future system and ship readiness. Mr. Shipp also served as the Program Manager for Cruiser Modernizations, where he interfaced with a wide range of personnel needed for Cruiser Modernization including ships’ leadership, Office of the Chief of Naval Operations (OPNAV), Commander, Naval Surface Force (CNSF), Class Squadron (CLASSRON), Naval Surface Warfare Centers (NSWCs), Planning Yards, Program Manager Representatives) (PMRs) and the Regional Maintenance Centers (RMCs).

As the Fleet Liasion for the Naval Gunnery Program Office (PEO IWS3C), Mr. Shipp was responsible for training sailors aboard 52 ships (CGs and DDGs) in the tactical employment of the High Explosive-Electronic Time and Kinetic Energy-Electronic Time projectiles, greatly increasing combat effectiveness of these ships during deployment. To develop this training he particpated in live fire test events, Combat Systems Ship Qualification Trials (CSSQTs), Integrated Prodcut Teams (IPTs) and met with students at gunnery schools to review policies, trianing and system performance.

During his 24 year US Navy career, Mr. Shipp served in roles of increasing authority, both aboard ships and in shore commands. As the Leading Chief Petty Officer aboard USS Harry S. Truman (CVN 75), Mr. Shipp was the Combat Systems Officer of the Watch (OOW) managing 230 sailors in the functional integration and operation of all elements of the Aircraft Carrier’s Combat Systems Department.  He also served aboard the USS HEWITT (DD 966) in Yokosuka, JP, USS NEW JERSEY (BB 62) in Long Beach, CA and USS BADGER (FF 1071) in Pearl Harbor, HI.  Mr. Shipp also served as the Recruit Division Commander at Great Lakes Training Command, where he trained 1,300+ recruits in ten different divisions on US Navy basics, and facilitated the PASS program with outstanding results. He also was an instructor at Mare Island in Vallejo, CA where he earned his Master Training Specialist certification. 

Mr. Shipp’s platform experience includes CG, DDG, and LPD 17 Class ships.  He is experienced in multiple weapon systems including the Close-In Weapon System (CIWS), NATO Sea Sparrow Surface Missile System (NSSMS), Harpoon and the Tomahawk Missile Systems.

Mr. Shipp is currently studying for his B.S. in Industrial Technology at Southern Illinois University, holds a Lean Six Sigma (LSS) Green Belt and certifications through Defense Acquisition University (DAU); Acquisition 101 and 201.
