THOR Solutions LLC announced it has received award notice for the Veteran Enterprise Contracting for Transformation and Operational Readiness (VECTOR) Indefinite Delivery Indefinite Quantity Multiple Award Contract (IDIQ MAC) from the US Department of Veterans Affairs (VA). THOR is a prime awardee in Service Group 1 (Management, Oversight, & Improvement) and Service Group 3 (Training) for this $25B MAC IDIQ. VECTOR includes a 5-year base and one 5-year option period.

Service Group 1 (Management, Oversight, & Improvement) includes requirements for program and project management, strategic planning, performance measurement, business process reengineering, change management and transition, quality measurement, and data governance. Service Group 3 (Training) includes requirements for training development and training delivery.

The VA operates the Veterans Integrated Service Network (VISN) system, which includes:

  • 167 Medical Centers
  • 1,018 Outpatient Services Sites
  • 186 Multi-Speciality Community Based Outpatient Clinics (CBOCs)
  • 562 Primary Care CBOCs
  • 256 Other Outpatient Services Sites
  • 300 Vet Centers
  • 70 Mobile Vet Centers
  • 114 Mental Health RRTP Programs
  • 134 Community Living Center Programs
  • On an annual basis, the VA provides critical support for:
  • 9.1M Enrollees
  • 6.6M Treated Patients
  • 92.4M Outpatient Visits
  • 312,000 Outpatient Surgeries
  • 707,400 Inpatient Admissions
  • 272.7M Lab Tests
  • 271.4M Prescriptions

Awards were based on a multi-tier evaluation process using trade-off best value criteria.

Task Order level requirements will be procured to support both Continental United States (CONUS) and Outside CONUS (OCONUS) requirements.
