THOR provides the Naval Surface and Mine Warfighting Development Center (SMWDC) support for the Ship Anti-Submarine Warfare (ASW) Readiness/Effectiveness Measuring (SHAREM) Program and other requirements as assigned by the Commander Naval Surface Forces (CNSF) Undersea Warfare Directorate (N8). THOR’s efforts support performance analysis of shipboard and airborne ASW sensors, systems, weapons, and countermeasures to evaluate ASW Tactics, Techniques, and Procedures (TTP) to determine improvement needs of Navy ASW. 

THOR’s SHAREM support spans the design, conduct, data collection, reconstruction and analysis of at-sea exercises – from littoral shallow water to open-ocean, deep water. THOR evaluates threats and locations of specific interest to enable development of threat and/or site-specific tactics, in addition to the collection of critical environmental and system performance data for further analysis. THOR supports multiple SHAREM events across the Pacific Fleet Area of Responsibility (AOR) on an annual basis. Since SHAREM exercises routinely involve both US and Allied submarines as an Opposing Force (OPFOR) against US and Allied forces, THOR has worked closely South Korean and Japanese partners to effectively coordinate SHAREM events that include US, Allied and partner nation submarines, surface ships and ASW aircraft. As part of its SHAREM efforts THOR supports Limited Objective Experiments (LOEs), including data collection related to the ASW Employment of Emerging Technologies (ASWEET) through test-scenarios in forward deployed areas of operation in order to test and evaluate systems, sensors, weapons, and countermeasures. 

Additionally, THOR supports Submarine Command Course (SMCC) requirements to prepare Prospective Submarine Commanding and Executive Officers (PCO/PXO) for command at sea; SMCC includes OPFOR scenarios on both coasts, multiple times each year. 

Support is primarily provided on site at Joint Expeditionary Base (JEB) Little Creek, as well as in South Korea, Australia, Singapore and Japan.
