THOR provides the US Navy’s Naval Sea Systems Command’s (NAVSEA) Mid Atlantic Regional Maintenance Center (MARMC) with comprehensive Program Management, Business and Financial Management (BFM), Maintenance Planning, Engineering and Technical, Production Control, Quality Assurance, Workload Forecasting, Maintenance Operations, Training, Human Resources, Position Classification, Human Capital, Recruiting, Public Affairs and wide-ranging administrative support services including travel, legal, direct executive administrative support to the Commanding Officer (CO), Executive Officer (XO) and Department Heads to a command of 2,200 personnel with seven departments executing a global mission, including overseas detachments in Spain and Bahrain. 

THOR supports the Front Office, Engineering Department (Code 200), Waterfront Operations (Code 300), Contracts Department (Code 400), Finance Department (Code 600), Production Department (Code 900) and Corporate Operations Department (Code 1100). Support is provided primarily on site at MARMC, Naval Station Norfolk and Norfolk Naval Shipyard.
