THOR provides the US Coast Guard Ship Design Team (CG—459) and Surface Forces Logistics Center Engineering Services Division (SFLC ESD) with complete life cycle management support for afloat assets from concept through eventual disposal. This includes acquisition of new cutters and boats, maintenance and upgrade of existing cutters and boats, management/maintenance of vessel configuration and performance characteristics, and engineering and design support services. 

THOR provides Design, Naval Architecture, Marine Engineering, Technical Standards Development, System Specification Development, Contract Data Requirements List (CDRL) and Data Item Description (DID) Management, Statement of Work (SOW) Preparation, Certification Matrix Preparation, and Configuration Management support, as well as procurement and information assurance and cybersecurity support. 

THOR also provides engineering and technical support in studying, analyzing, and evaluating engineering problems and developing solutions, and in assisting in development of contract documentation and technical plans, specifications and cost estimates related to engineering support services, studies, and associated reports. 

THOR provides expertise in hull form and performance, weights and stability, area/volume requirements, structures, propulsion systems, auxiliary systems, deck systems, control systems, stores/cargo handling systems, outfitting and arrangements, physical model test planning assessments, integrated topside design, weapon systems integration, icebreaking performance, winterization, and scientific mission outfitting. 

THOR supports CG-459 requirements for the Polar Icebreaker (PIB), Offshore Patrol Cutter (OPC), and legacy cutters and boats.
