THOR provides the US Coast Guard National Security Cutter (NSC) / Legend-Class Program Office with Program Management, Business and Financial Management (BFM), Earned Value Management (EVM), Naval Architecture, Marine, Mechanical, Electrical, and Systems Engineering, Test and Evaluation (T&E), Integrated Logistics Support (ILS), Government Furnished Equipment / Government Furnished Information (GFE/GFI), Post Delivery, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR), Risk Management, and Administrative support services. 

Support includes extensive organizational integration across the Coast Guard, including the Commandant (CG-00), Vice Commandant (CG-09), Assistant Commandant for Intelligence (CG-2), Assistant Commandant for Engineering and Logistics (CG-4), Assistant Commandant for Command, Control, Communications, Computers, & Information Technology (CG-6), Assistant Commandant for Capability (CG-7), and Assistant Commandant for Acquisition (CG-9), as well as extensive external integration with partner organizations such as Naval Sea Systems Command (NAVSEA), Naval Air Systems Command (NAVAIR), Space and Naval Warfare Systems Command (SPAWAR), and INSURV. 

NSC Legend-Class cutters are capable of operating in the most demanding open ocean environments, including hazardous fisheries of the North Pacific and the vast approaches of the Southern Pacific. With robust C4ISR equipment, stern boat launch, and long-endurance station keeping, NSCs are afloat operational-level headquarters for complex law enforcement and national security missions.
