Michael Obar, PMP, PE
USCG Account Manager
Mr. Obar is THOR’s U.S. Coast Guard (USCG) Account Manager. Mr. Obar has 20 years of directly relevant experience, including 13 years of active duty USCG service. Mr. Obar is a recognized USCG acquisition and in-service life cycle management Subject Matter Expert (SME). He has held positions of increasing responsibility in the defense industry, most recently with Whitney, Bradley, & Brown (WBB) as Senior Systems Engineer and BMT Designers and Planners as Lead Acquisition Program Manager.
Mr. Obar’s USCG tours included Program Manager for Surface Asset Integration, USCG Office of Engineering & Logistics/Deepwater Integration Staff where he provided technical authority guidance to the USCG Acquisition Category (ACAT) 1 acquisition program in support of National Security Cutter (NSC) production and post-delivery, Offshore Patrol Cutter (OPC) preproduction, and Fast Response Cutter (FRC) preproduction. Mr. Obar managed, administered, and trained the technical authority staff and led multiple project teams to conduct manning, maintenance planning, logistics, and engineering studies to align USCG shore support infrastructure with future support requirements.
Mr. Obar’s uniformed USCG experience spans from the deckplates to ACAT 1 acquisition programs, from shipboard management and operation of damage control, electrical distribution, and auxiliary machinery equipment to serving as the Contracting Officer’s Technical Representative (COTR). As COTR, Mr. Obar managed $12M+ in vessel repair contracts, both dry-dock and dockside. This included maintaining and overhauling the original USCG MACKINAW’s (WAGE 83) six diesel engines, two main propulsion motors, and bow prop motor – all of which were at the time 1940s technology. Mr. Obar also maintained several of the 140’ Icebreaking Tugs and conducted a major overhaul of the 110’ Construction Tender BUCKTHORN using organic USCG resources.
Prior USCG tours included Chief Engineer (CHENG) aboard USCG Cutter SENECA (WMEC 906), during which Mr. Obar was responsible for immediate casualty repair, execution of preventive and condition based maintenance, and planning of long-term maintenance for all on board systems. Mr. Obar executed two planned drydock availabilities and one emergency drydock availability in order to modernize the majority of the Hull, Mechanical, and Electrical (HM&E) systems.
Mr. Obar’s platform experience includes 154’ WPC Sentinel Class FRC, 210’ WMEC Reliance Class, OPC Class, 378’ WHEC Hamilton Class, and 418’ WMSL Legend Class NSC.
In addition to the USCG, Mr. Obar has supported U.S. Navy, Military Sealift Command (MSC), and commercial maritime industry clients and managed teams of up to 50 personnel.
Mr. Obar earned a B.S. in Naval Architecture & Marine Engineering at the U.S. Coast Guard Academy and a M.S. in Naval Architecture & Marine Engineering at the University of Michigan. Mr. Obar is a Professional Engineer (PE) in Mechanical Engineering, a Project Management Institute (PMI) certified Project Management Professional (PMP), and holds Naval Sea Systems Command (NAVSEA) Reliability Centered Maintenance Level I & II certification.
